Prepare a detailed implementation plan for the development of a <br /> regional comprehensive recycling program to define how the <br /> program will expand from present levels to the targeted goals. <br /> Move forward to implement the program. <br /> 2. Orange County should con&Ict a comprehensive site selection and <br /> evaluation study with full public participation to determine if a <br /> suitable 10-year,or greater capacitylandfill site can be <br /> identified for possible use after the existing landfill is <br /> closed. The study should include a re-evaluation of the Green <br /> Tract, which is currently designated as a future landfill site, <br /> along with other potential sites. The purpose of this study <br /> should be to determine if Orange County can continue to rely on <br /> landfill disposal capacity for all non-recycled solid wastes for <br /> ES - 13 <br />
