13 <br /> yardwaste composting facility and potential joint use of brush chipping <br /> equiment. Savings would also result from a pooling of resources to <br /> administer the programs, to maintain public promotional activities, and to <br /> market recyclable materials. The anticipated net cost savings are expected <br /> to be about $700,000. to $900,000 per year. Other advantages of a regional <br /> recycling program include the potential to negotiate better prices with the <br /> markets on a quantity basis and the overall environmental benefit resulting <br /> from the reduction of the total number of sites needed for the various <br /> facilities. <br /> Utilizing prices consistent with present day markets, Orange and Durham <br /> counties could expect FY 2000 revenues of between $1.5 million and $2.0 <br /> million to offset the $4.3 million annual cost of operating the regional <br /> recycling program described in this report. The net operational costs of <br /> recycling multimaterials from households and from a portion of the <br /> commercial businesses and offices is expected to be about $35 per ton of <br /> recycled material (in 1988 dollars). Yardwastes and brush could be <br /> recycled at a net operational cost of about $15 per ton. The net cost of <br /> operating the regional recycling programs is expected to add about $5 per <br /> ton to the tipping fee at the landfill or other disposal facility assuming <br /> • •that-recycling will be financed out-of tipping fees. <br /> Development of a regional recycling program staged progressively over a <br /> period of 10 to 15 years will allow the jurisdictions to measure the <br /> success of the program and phase in capital and operating expenses at a <br /> pace which does not commit financial resources too far ahead of the proven <br /> success of the program.
