8 <br /> PENDING LEGISLATION <br /> The following is a list of legislation to be considered by the \t <br /> legislature this session. <br /> The Solid Waste Legislative Study Committee, headed by Senator <br /> James Speed (Franklin Co. ) and Rep. George Brannan ( Smithfield -- <br /> defeated ) began meeting in November 1987 and finished its work <br /> on December 2 , 1988 with its recommendations to the Legislature <br /> • as a whole . Their nine recommended pieces of legislation are as <br /> follows . Raleigh NC 27611 <br /> (919-733-6660) . <br /> 1 ) State should establish a state policy for solid waste <br /> management which should include the following hierarchy <br /> of methods of waste management <br /> a ) Waste volume reduction at the source; <br /> b) Recycling and reuse; <br /> c ) Compogting; <br /> d ) Ineineration with energy recovery; <br /> e ) Incineration for volume reduction only; <br /> f) Disposal in landfills . <br /> This bill also includes : <br /> a goal of 25% recycling statewide by 1993 -- this is • <br /> commensurate with EPA' s recently announced national goal : <br /> a requirement that state agencies develop a plan to meet the <br /> goal <br /> preference in purchasing to products with recycled content : <br /> requirement that each county develop a comprehensive solid <br /> waste management plan by January 1 , 1992. <br /> The State should complete the development of a comprehensive <br /> solid, waste management plan by January 1 , 1991 . This should <br /> - provide a framework for the counties' plans . <br /> The other pieces of legislation are: <br /> • <br /> 2 ) Addition of 25 staff for the Solid Waste Branch of DHR in FY <br /> 89-90 and 25 more in 90-91 to provide technical assistance and <br /> research in permitting, recycling , landfill operation and waste <br /> reduction. <br /> 3 ) A solid waste managment revolving loan fund to provide low <br /> interest loans for alternatives to landfillingi The total loan <br /> fund would be S10 million annually with a cap of 52 million for <br /> individual loans.
