Development of a mechanism to work with those <br /> governments who have not been involved in this regional <br /> study on solid waste management. No costs identified <br /> at this time. . FY 89-90 <br /> 8 ) Design a major region-wide waste reduction education <br /> effort : • Representatives from Chatham, Durham, Orange , <br /> • and Wake Counties , with support from the Triangle <br /> COG, should form a group to develop and produce a <br /> waste-reduction program and education program for the <br /> four count area. The program could include a major <br /> presentation piece, FSAs and other materials . cost : <br /> $20,000 direct . $6 , 500 staff time, $1000 support . <br /> Shared ( FY 89-90 ) . <br /> The first step in this process has been taken with the <br /> initiation of a recycling hotline at Triangle J COG. <br /> Beginning in March the 549-0551 local toll-free phone <br /> number at the COG will provide recycling information tc <br /> callers from • anywhere in Wake , Orange , or Durham <br /> counties . Cost $75 direct . $250 donated for PSA <br /> production . <br /> 9 ) Detailed waste stream analysis for both counties : In <br /> order to determine which of the waste reduction <br /> technologies are feasible, the composition of the waste <br /> • <br /> must be known . Orange and Durham counties will contract <br /> for a year-long detailed study of their solid was( e. <br /> There is potential to involve all the Triangle area <br /> universities as participants and to conduct the <br /> studies. Cost $50,000 . Shared (F1 89-90 ) . <br /> 10 ) Legislation: A brief description of the nine bills <br /> developed and recommended by the Solid Waste Study <br /> Committee slated to go before the Legislature is <br /> attacfied . The SWTF requests that the elected bodies <br /> determine their support for any or all of these bills <br /> as well as any other solid waste related-Jegislation <br /> they may deem necessary and inform " their local <br /> delegation as well as the League of Municipalities and <br /> the NC Association of Counties. No costs identified at <br /> this time. <br /> 11 ) Risk Assessment : Following the detailed studies of the <br /> various technologies, an assessment of the health and <br /> environmental risks of the each of the technologies <br /> selected for volume reduction and waste management <br /> should be conducted.
