The governments' <br /> of these three count ies, and possibly Chatham, should <br /> enter discuss on to determine if there are other areas <br /> for cooperation similar to the emergency water supolY <br /> pact signed at the World Class Region conference. <br /> There will be no formal engineering evaluation of <br /> regional WTE Facilities of this size. No costs required , <br /> at this time . <br /> • <br /> 5 ) Solid Waste Management Agency: The City and County <br /> attorneys and Finance Directors of Chapel Hill , Durham, <br /> Durham County, and Orange County will explore the <br /> mechanism whereby a Durham-Orange solid waste agency <br /> could be created . Consultants may be employed in <br /> subsequent phases of work . No costs are anticipated <br /> for the initial study. If an agency is created, there <br /> will be some start up costs to institute this agency <br /> including staff, facilities , and a charter. Cost <br /> • $400,000, -Shared (FY -90-91 ) <br /> 6 ) Waste Stream Control Mechanisms: to direct all refuse <br /> haulers in the jurisdictions to deliver, waste to a <br /> specified solid waste disposal facility( ies ) : <br /> Mecklenberg County has been instrumental in the passage <br /> of enabling legislation by the State of North Carolina. <br /> Under this law, following development by the local <br /> governments of a solid waste plan and its acceptance by <br /> the State, local ,jurisdictions are empowered to enact a <br /> waste flow control ordinance. There is no need for <br /> further action on the ordinance at this time. This <br /> report is the framework for the required solid waste <br /> management plan . No costs required at this time . <br /> FY 88-89 through FY 90-91 . <br />
