The Task Force <br /> • • recommends that its member governments undertake the following <br /> work and share the costs of both staff time and for the <br /> consultants required. NOTE : These estimates will be refined by <br /> individual governments and through the consultant selection <br /> process . We . recommend that, these . costs be paid from landfill <br /> fees . <br /> it Waste Reduction: The SWTF recommends that the staff' <br /> from each of the Orange and Durham recycling programs <br /> develop a comprehensive waste reduction and recycling <br /> program. This program would include continued separate <br /> collection of recyclables but identify ways to • <br /> cooperate on advertising, processing, and marketing of - <br /> materials collected. In addition, the waste reduction <br /> plan should address the collection of plastics and <br /> other materials , development of rural recycling, <br /> household hazardous waste collection, and inclusion of <br /> • communities not now involved in the curbside collection <br /> program such as Hillsborough . <br /> Development of the recycling plan may involve the use <br /> of consultants for specific tasks such as publicity <br /> campaigns or materials processing facilities.
