Study <br /> should include full public participation; <br /> 3 ) More detailed study and evaluation of the following <br /> technologies for reduction of solid waste volume: <br /> a ) Regional Refuse Derived Fuel Production 1RDF ) <br /> facility; <br /> b) Regional waste-to-energy ( WTE ) mass burn <br /> facility; <br /> c ) Compost/landfill facilities either regional <br /> or for each county. Compost should include <br /> both municipal, solid waste and sludge; <br /> 4 ) Rvnluation of participation in a larger WTE projer-1 <br /> involving Wake ( ounty; <br /> 5 ) Evaluation of mechanisms to establish a regional sc,lid <br /> • waste management program i .e . an agency: <br /> 6 ) An evaluation waste flow control mechanisms :o <br /> direct all refuse haulers in the jurisdictions tc <br /> deliver waste to at specified solid waste disposal <br /> facility( ies ) ; and <br /> 7 ) Development, of a comprehensive waste management plan <br /> which will include recycling, waste reduction , and <br /> reduction of the volume of waste remaining after <br /> recycling. <br /> The SWTF has identified further work necessary as part of the <br /> upcoming phase of the solid waste management planning process . <br /> That work includes: <br /> Development of a mechanism to invite other jurisdictions <br /> such as Chatham County, to participate in identification of <br /> common solid waste management needs ; <br /> A major 'multi-jurisdictional waste • eduction education <br /> effort conducted with support and assistance of Triangle <br /> COG; • <br /> Development of a detailed waste-stream analysis for both <br /> counties (originally .recommended by HDR) ; <br /> Review of the solid waste management legislation pending <br /> before the State Legislature this session and determination <br /> of support for any or all of the nine pieces of legislation <br /> which represent the package of bills recommended by the <br /> • <br />
