• <br /> Final Report of the Solid Waste Task Force <br /> History <br /> The Durham - Orange Regional Solid Waste Task Force ( SWTF t * <br /> convened' under the direction of the mayors of Chapel Hill and <br /> Durham in July 1986 to address the problems of solid waste <br /> management for the two counties. The Task Force stated its <br /> charge to be: <br /> . . .To identify the problems of waste disposal and <br /> explore alternative solutions to those problems . The <br /> positive and negative aspects of each -should be <br /> evaluated while keeping in mind cost-effectiveness , <br /> environmental sensitivity, and the political realities <br /> they' affect . With such information at hand , the Task • <br /> Force will draw a conolusion to present to those <br /> governing bodies they represEnt . <br /> After long study and deliberation, this Task Force presents its <br /> reeommendations to the governing bodies in these two counties . <br /> The Task Force is of the opinion that its work-to-date represents <br /> a cound approach to developing a plan for the next generation of <br /> solid waste management mechanisms. There is much work remaining <br /> to be (Aerie . <br /> Our recommendations to the elected officials of Carrboro, Chapel <br /> Hill , Durham, Durham County, and Orange County are contained in ihis <br /> document and include: specific recommendations for the next phase of <br /> work, a timetable for proceeding with the work , and mechanisms , both <br /> fiscal and institutional , for accomplishing this work. <br /> Background <br /> • <br /> in NoVember 1987 , the Durham - Orange SWTF commissioned an <br /> engineering study of the regional solid waste management options <br /> for Orange and Durham Counties. HDR Engineering was selected to <br /> perform the study and was charged by the SWTF with application of <br /> the highest degree of protection of human health and the <br /> environment in its evaluations of feasible options. While in • <br /> progress , the study was reviewed by the Technical Subcommittee of <br /> the Task Force and the whole SWTF. It also incorporated citizen <br /> comments from two public hearings held in January and December <br /> 1988. The final report resulting from the study was received and <br /> was accepted by the SWTF in December 1988 . A copy of the <br /> executive summary of that report is attached. <br /> HDR's report recommends the following : <br /> 1 ) Development of a plan to reduce wastes and increase <br /> recycling in . all jurisdictions to reach a minimum goal • <br /> of 25% recycling in Orange County and 20% in Durham <br /> County by 1998; <br /> *Throughout this report , the term "regional" refers to Durham and <br /> .Orange Counties . <br /> • <br />
