8 <br /> GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 1989 <br /> 1 (a) The territorial jurisdiction of any Authority created <br /> 2 pursuant to this Article shall be coterminous with the boundaries <br /> 3 of the three counties that organized it. <br /> 4 (b) Except as 'provided by this Article, the 'urisdiction of <br /> 5 the Authority may include all local public passenger <br /> 6 transeortation o.eratin• within the territorial "urisdiction of <br /> 7 the authority. <br /> 8 (c) The Authority shall not have -jurisdiction over public <br /> 9 transportation sublect to the iurisdiction of and reoulated by <br /> 10 the Interstate Commerce Commission, nor shall it have <br /> 11 jurisdiction over intrastate public transportation classified as <br /> 12 common carriers of passenoers by the North Carolina Utilities <br /> 13 Commission. <br /> 14 "S 160A-605. Membership; officers; compensation. <br /> 15 (a) The Board of Trustees shall consist of 11 members, <br /> 16 appointed as follows: <br /> 17 .( 1) The county with the oreatest population shall be <br /> 16 allocated five members to be appointed as follows: <br /> 19 (TO BE DECIDED) <br /> 20 ( 2) The county with the next greatest pooulation shall <br /> 21 be allocated three members to be appointed as <br /> 22 follows : <br /> 23 a. one by the board of commissioners of that <br /> 24 county; <br /> 25 b. One by the city council of the city containing <br /> 26 the laroest population within that county; and <br /> 27 C. One jointly by that board of commissioners and <br /> +Yr^.• <br /> 28 city council , by procedures agreed on between <br /> 29 them; <br /> 30 ( 3) The county with the least _population shall be <br /> 31 allocated two members tc be appointed as follows: <br /> 32 a . One by the board of commissioners of that <br /> 33. county; and <br /> 34 b.
