Attachment 1 3 <br /> Regional Transportation Authority <br /> for the <br /> Research Triangle Area <br /> • <br /> Governance - The RTA would have an 11 member board with full authority to <br /> make policy, administrative and financial decisions. Representation on the <br /> board would be as follows: <br /> Durham County - Three members. One appointed by the Board of <br /> Commissioners, one appointed by the Durham City Council , and one member <br /> appointed jointly by the Board of Commissioners and the Durham City Council . <br /> Orange County - Two members. One appointed by the Board of <br /> Commissioners and one appointed by the Chapel Hill Town Council . <br /> Wake County - Five members. The actual means of appointment are yet to <br /> be decided, but would likely. include participation by the Raleigh City <br /> Council , Cary Town Council in addition to the Board of Commissioners. <br /> Governor - One member - The Secretary of the Department of <br /> Transportation will appoint one member of the Board of Transportation to <br /> serve as a non-voting, ex-officio member of the RTA. <br /> All members (except as appointed by the Secretary of DOT) must be elected <br /> officials, but not necessarily a member of the appointing board. <br /> The RTA may appoint such advisory committees as it may find appropriate, <br /> which may or may not include members of the RTA. <br /> Finance - The initial formation of the RTA will be funded with an <br /> • appropriation from the North Carolina General Assembly or through a grant • <br /> from the state. The discussions of the group centered on the following <br /> three long-term funding sources. The group also recognized that the <br /> legislation to establish the RTA will need to be flexible in order to <br /> respond to the changing environment, relative to the Highway Study <br /> Commission. <br /> The RTA'may levy within the jurisdiction of the authority: <br /> An annnual vehicle registration fee of up to five dollars ($5.00) per <br /> vehicle. o <br /> A tax on the transfer of title to a motor vehicle of up to one-half of <br /> one percent (1/2%) of its value. <br /> A motor fuel tax of up to one cent (1 ) per gallon. <br /> Functions - The RTA would plan and operate public transportation services. <br /> Such services would initially include vans, buses,and ridesharing <br /> activities, and may later include fixed guideways. Planning includes both <br /> short-term service development and long-term system design, as well as <br /> d play an <br /> RTA would also a <br /> all modes of transportation.
