ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date March 21, 1989 <br /> Action Agenda <br /> Item # F-5 <br /> SUBJECT: COMPREHENSIVE TRANSPORTATION PLAN <br /> DEPARTMENT: PLANNING PUBLIC HEARING Yes x No <br /> ATTACHMENT(S) : INFORMATION CONTACT: Gene Bell <br /> Revised Contract <br /> Summary of Transportation Plan <br /> (Under Separate Cover) <br /> TELEPHONE NUMBERS: <br /> Hillsborough - 732-8181 <br /> Durham - 688-7331 <br /> Mebane - 227-2031 <br /> Chapel Hill - 967-9251 <br /> PURPOSE: Consideration of a contract with Kimley-Horn, Inc. to <br /> provide consultant services in the preparation of an <br /> Orange County Transportation Plan. <br /> BACKGROUND: On March 13, 1989, the Board of County Commissioners <br /> considered a proposed contract with Kimley-Horn, Inc. <br /> The Board approved the contract subject to the <br /> approval of contract revisions to be recommended by <br /> the County Attorney, the submission of a summary sheet <br /> about why the plan is needed, and a determination on <br /> whether any other jurisdictions in North Carolina have <br /> undertaken scenic roads planning efforts. <br /> The County Attorney and Purchasing Director have <br /> conferred upon contract revisions and a revised <br /> contract is attached. <br /> Chris Best, Planning Board member and Chair of the <br /> Transportation Advisory Subcommittee, has provided a <br /> written summary of why the Transportation Plan is <br /> needed and this is also attached. <br /> Staff contacted Bill Johnson with the Landscape Unit <br /> of NCDOT regarding scenic roads planning in other <br /> jurisdictions in North Carolina. Except for <br /> Interstate corridor standards like the Orange County <br /> MTC overlay district, no jurisdictions in the state <br /> have undertaken scenic roads planning. Mr. Johnson <br /> indicated that NCDOT has set up a task force to come <br />
