Seven major <br /> elements of the Plan are identified in this article. <br /> The transportation element is defined as follows: <br /> A transportation element which identifies the <br /> general location and extent of existing and <br /> proposed major highways, scenic roads, rail- <br /> roads, transit routes and facilities, bikeways <br /> and pedestrian facilities, airports, and other <br /> public and private transportation facilities. <br /> A major objective in the approved County Budget for <br /> FY 1988-89 is to complete the Transportation Element <br /> of the Comprehensive Plan. The services of a <br /> professional transportation planning consultant are <br /> needed to assist with the technical aspects of the <br /> plan as well as overall review. It will also be <br /> necessary to phase the work into FY 1988-89. County <br /> staff will be used wherever possible to hold down <br /> consultant costs. <br /> RECOMMENDATION: Approval of the contract and the scope of services <br /> as defined in Exhibit A, Phase I. <br /> 7 <br />
