• <br /> 4 <br /> ORANGE COUNTY TOMORROW <br /> PRESERVATION, PROGRESS, PEOPLE <br /> STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT <br /> MISSION STATEMENT <br /> Our purpose is to ensure the desired quality <br /> of life in Orange County by encouraging economic <br /> development through investment in human resources, <br /> the expansion of existing businesses, and the <br /> creation of diversified and environmentally safe <br /> businesses. The aim of this investment is to <br /> provide jobs for county res idents and to increase <br /> the non-residential tax base, thus enhancing the <br /> quality of life. <br /> I. Geographic Focus. <br /> Develop a geographically targeted economic <br /> development plan to address the economic <br /> development needs of the three areas of Orange <br /> County: Southern Orange County, the Orange <br /> Interstate Corridor, and Northern Orange <br /> County. <br /> II. Types at Investment, <br /> -- Identify and develop <br /> recruitment/encouragement strategies for <br /> business and industry that will <br /> contribute to county and municipal revenue <br /> without straining public services. Define <br /> and make recommendations concerning the <br /> relationship between the sales tax and <br /> commercial development. <br /> -- <br /> Define environmentally sensitive <br /> industries (non-smokestack, low waste <br /> • generators, low water use) and develop a <br /> selected recruitment policy for those <br /> industries. <br /> MAR 8 <br />
