However, the managed forest lands of Eno River <br /> State Park are within in close proximity both upstream and <br /> downstream of the amendment area. These woodlands could be <br /> adversely affected by further development at this <br /> interchange. <br /> POPULATION DENSITY. (Located in areas with moderate to high <br /> population density) . <br /> COMPLIES. This area by itself does not contain a <br /> significant population. When considered as part of the <br /> 179,000-person Durham urban area however, which it <br /> effectively functions as, the area is part of a <br /> • more densely-populated region than the more rural areas to <br /> the north and west. Since the general area is designated as a <br /> commercial/industrial node by both Orange County and Durham, <br /> the emphasis has been and will continue to be on non- <br /> residential uses in this vicinity. Any residential uses in <br /> this area under Durham's plan would be of the high-density <br /> variety (6 units per acre and up) . <br /> HISTORIC AND CULTURAL. (Located away from areas where <br /> development would have a detrimental impact on State or <br /> Federally-acknowledged historic or cultural sites, or County- <br /> identified Public Interest Areas. ) <br /> DOES NOT COMPLY. Three sections of the linear Eno River <br /> State Park, a county Public Interest Area, are within close <br /> proximity to the area in question. While they do not border <br /> the proposed amendment area, the park sites could be impacted <br /> by further development at this interchange. <br /> In addition, the aforementioned Natural Areas Inventory <br /> has identified a site in the vicinity of the proposed <br /> amendment area. A second site is located less than one mile <br /> downstream. Given the sensitive nature of both the State Park <br /> and Natural Areas, the amendment could adversely impact this <br /> land. <br /> AGENCY COMMENTS <br /> A letter from Carol Tingley, North Carolina Division of Parks <br /> and Recreation, is attached expressing concern over the <br /> impact this amendment could potentially have on the Eno River <br /> State park. <br /> RECOMMENDATION <br /> This proposed amendment to the Land Use Element of the <br /> Comprehensive Plan, LUP-2-89 (Eno-2 Commercial/Industrial <br /> Node) is recommended for denial by staff. The reasons for <br /> this negative recommendation can be summarized as threefold. <br /> 1) The proposed amendment is contradictory to the adopted <br />
