As previously mentioned, this area is shown by <br /> the City of Durham 2005 Comprehensive Plan as lying on the <br /> fringe of the City's Future Growth Boundary, a designation <br /> which will eventually introduce Durham water and sewer lines <br /> into the interchange area. However, it is not clear from the <br /> Durham Plan that this quadrant of the interchange area is <br /> planned to be served. A literal interpretation of the Durham <br /> Plan would classify the proposed amendment area as outside of <br /> the Durham Future Growth Boundary. Given the proximity to <br /> this boundary, however, the potential does exist for the <br /> property in question to be incorporated into the Growth <br /> Boundary at minimal cost to the municipality. Furthermore, a <br /> proposed Hillsborough-Durham water network line could make <br /> water service available to the entire area in the near <br /> future. No other means of public service provision can be <br /> foreseen at this time. <br /> TRANSPORTATION SYSTEM. (Located in areas that have very good <br /> road access, as well as service by rail lines. The area is served by two existing major <br /> thoroughfares in Interstate 85 and U.S. 70, and is part of a <br /> designated Strategic Road Corridor for the state. In <br /> addition, Pleasant Green Road is proposed to serve as a major <br /> thoroughfare at some point in the future, further increasing <br /> 411 access to the site. Rail service from the Southern Railroad <br /> line south of the interstate is located less than one mile <br /> away. <br /> ENERGY USE. (Located less than a 5-minute commute time from <br /> small-scale commercial uses and 5-10 minute commute time from <br /> major commercial uses or an Urban area. ) <br /> COMPLIES. The area is located in the midst of several <br /> small commercial uses at the interchange, and is less than 10 <br /> minutes from Durham and Hillsborough for major commercial <br /> uses. <br /> EXISTING LAND USE (Located in areas which are in transition <br /> from rural or low-density uses to urban or higher-density <br /> ' uses. ) <br /> COMPLIES. Transition from rural low-density uses has <br /> actually been occurring in this interchange area over the <br /> past 15 years, and this general trend is expected to continue <br /> given the strategic location of the roads and spillover <br /> growth from the city of Durham. <br /> AGRICULTURE AND FORESTRY (Located away from areas where <br /> development would have a detrimental impact on productive <br /> agricultural uses and managed forest land. ) <br /> 411 DOES NOT COMPLY.
