The 25.44-acre area fronts on Interstate <br /> 85, but it is accessed by Laurel Ridge Road and <br /> Pleasant Green Road. The Eno River is located less <br /> than 1/4-mile to the north. The proposed amendment, if <br /> approved, would change the Land Use Element <br /> designation on the property from Rural Residential to <br /> 20-Year Transition. <br /> Comprehensive Plan amendments adopted for Eno Township <br /> on July 5, 1988 and staff-initiated rezonings to <br /> promote consistency with the Land Use Element of the <br /> Plan would have changed the zoning on Mr. Johnny <br /> Kennedy's property from GC-4, the classification it <br /> has had since 1981, to EC-5. <br /> The Board of Commissioners withheld a decision on the <br /> property at its December 20, 1988 meeting following <br /> comments by Mr. Kennedy's attorney that it was his <br /> understanding that the property was in the activity <br /> node and was correctly zoned. The Planning Staff was <br /> directed to investigate the node status of the <br /> property and report back to the Commissioners at their <br />
