Technical Requirements for an Environmental <br /> Impact Statement <br /> Section 4.1 "...should inform decision makers and the public <br /> of the reasonable alternatives which would avoid or minimize <br /> adverse impacts or enhance the quality of the environment." <br /> This is the function of professional staff. It is an absurd <br /> requirement for the applicant. <br /> Section 4.2 "preparer should use a format... and clear <br /> presentation of all alternatives..." This is nonsense. <br /> Section 4.2.1 Format and Content "Summary. An adequate and <br /> accurate summary of the statement stressing the major <br /> conclusions, areas of controversy, issues to be resolved. <br /> The summary shall also list all federal, state, and local <br /> permits, licenses, certifications, and other approvals which <br /> must be obtained in implementing proposal..." <br /> This is nonsense: there is no controversy until one arises. <br /> This requires the preparer to read many people's minds. <br /> • <br /> "and other approvals" - it continues to be a question as to <br /> what is required of a developer in Orange County. How can a <br /> developer know this (what other approvals) at the beginning <br /> of the process? <br />
