054 <br /> CARRBORO PLANNING BOARD <br /> FEBRUARY 16, 1969 <br /> • RE: County Environmental Impact Ordinance <br /> Draftl . <br /> • <br /> MOVED BY OLIVIA LUDINGTON,and <br /> SECONDED BY CHARLES RIGGSBEE: <br /> To request that the Aldermen forward to the County the following Planning <br /> Board comments about the proposed Environmental Impact Ordinance: <br /> The Carrboro Planning Board is vivified in its views on several issues related <br /> to the current County ordinance draft,although the Planning Board is <br /> somewhat divided on the issue of whether the concept of an Environmental <br /> Impact Ordinance is appropriate for the County and potentially for Carrboro. <br /> • . The Board wishes to forward to the Commissioners the following comments: <br /> L Is this ordinance intended to apply everywhere in the County,including <br /> areas within the Carrboro and Chapel Hill planning jurisdictions? If so,it <br /> should be clearly stated in the ordinance,and a great deal more input should <br /> be solicited from the Towns before a draft is adopted. If not,the ordinance <br /> :should clearly state that that is not the intent,or clearly state•that the Towns <br /> have the option of enacting the ordinance if they so choose. Carrboro should 0- <br /> certainly have more opportunity to be a partner in the drafting of any <br /> County ordinance that is intended to apply within the Town's planning ' <br /> jurisdiction. <br /> 2. Although the Planning Board understatids that the County's public <br /> -- - hearing process is intended to generate public comments to assist in the <br /> drafting of a final ordinance,the Planning Board feels that neither it nor the <br /> Town staff have had enough time to adequately digest the ordinance and its <br /> implications. Certainly is too early in the process for the the County to take <br /> any action on the proposed ordinance. As of the planning Board's meeting, a <br /> final draft of the ordinance was still not available from the County. The <br /> Carrboro Planning Board would like the opportunity to review a final draft, <br /> and to hear presentations from the County staff and the Southern <br /> Environmental Law Center about the justification for and pros and cons of <br /> the ordinance,before providing comments. This is especially important if <br /> • the County intends the ordinance to be applicable in Carrboro. <br /> 3. The Environmental Assessment/Environmental Impact Statement <br /> (EA/EIS) process should be formally connected to some requirement of the <br /> 1 <br /> • <br />
