042 <br /> of this ordinance until 60 days after the completed <br /> EIS has been transmitted to the State Clearinghouse. <br /> 5.2.3 No building permit, subdivision approval, zoning <br /> action or other governmental sanction shall be <br /> furnished for any major development project requiring <br /> approval of a local permit pursuant to Section 2.2 <br /> which further requires an EIS pursuant to Sectidn 2.3, <br /> until 30 days after the County Planning Department has <br /> accepted the EIS as adequate. <br /> SECTION 6. DEFINITIONS <br /> As used in this ordinance, unless the context indicates otherwise: <br /> (1) "EA" - an Environmental Assessment. <br /> (2) "EIS" - an Environmental Impact Statement. <br /> (3) "FONSI" - a Finding of No Significant Environmental <br /> Impact. <br /> (4) "Completed EA" - an Environmental Assessment that has <br /> been accepted by the County Planning Department as <br /> technically acceptable for purposes of this ordinance. <br /> (5) "Completed EIS" - an environmental impact statement <br /> 411 <br /> that has been accepted by the County Planning Department <br /> as technically acceptable for the purpose of being <br /> transmitted to the State Clearinghouse or for being <br /> reviewed for adequacy by the County Planning Department. <br /> (6) "County" - Orange County. <br /> (7) "County Planning Department" or "Planning Department" <br /> means the Orange County Planning Department. <br /> (8) "Environmental Document" - an EA, EIS or FONSI, or all <br /> of them. <br /> (9) "Land Use Permit" means a zoning permit or subdivision <br /> approval. <br /> (10) The term "major development project" shall include but <br /> is not limited to shopping centers, subdivision and <br /> other housing developments, and industrial and <br /> commercial projects, but shall not include any projects <br /> of less than two contiguous acres in extent. <br /> (11) "Public water supply" means a water supply system that <br /> serves a city or town located partly or entirely within <br /> Orange County that has a population in excess of 2,500. <br /> (12) "Special-purpose Unit of Government" - includes any <br /> MH-8 <br />
