The Board of <br /> County Commissioners had some major concerns, <br /> including the breadth of the criteria for <br /> applicability and the applicant's costs in terms of <br /> time and money. <br /> The Ordinance Review Committee has met on several <br /> occasions to continue with development of the <br /> Ordinance, with the assistance and input of a <br /> committee which included a County Commissioner, the <br /> County Manager, County Attorney, County Engineer, <br /> Chair of the Environmental Affairs Board, a <br /> representative of the Economic Development Commission, <br /> and several other individuals not employed by Orange <br /> County who offered expertise in areas of environmental <br /> concern. <br /> Most of the discussion by the Committee focused on <br /> identifying issues and areas of environmental <br /> sensitivity, and establishing criteria by which to <br /> 411 determine if a project has an environmental impact. <br /> Development occurring in environmentally sensitive <br /> areas, or including activity which could have <br />
