LINK, COUNTY MANAGER <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> ORANGE COUNTY PLANNING BOARD <br /> FROM: DAVID STANCIL, COMPREHENSIVE PLANNER II <br /> RE: COMMENTS CONCERNING FLORA AND FAUNA APPLICABLE TO <br /> THE ANALYSIS OF THE PROPOSED COMPREHENSIVE PLAN <br /> AMENDMENT LUP-2-89, ENO-2 COMMERCIAL/INDUSTRIAL NODE <br /> DATE: FEBRUARY 1, 1989 <br /> The following comments are provided regarding compliance of <br /> the <br /> lo above mentioned <br /> auna. Theasta amendment <br /> to Locational Criteria <br /> follows: for <br /> flora <br /> FLORA AND FAUNA. (Located away from sites that would, if <br /> developed, create a threat to unique or endangered species as <br /> identified by the State or Federal government. ) <br /> Staff comments are as follows: <br /> [Significant portions of this area are located within <br /> 300 feet of the "Eno River Mountain Spleenwort and <br /> Rhododendron Bluff" site, as identified in the 1988 Inventory <br /> of The Natural, Areas and Wildlife Habitats of Orange County. <br /> North Carolina, conducted by the Triangle Land Conservancy. <br /> This site is significant for the occurrence of two rare <br /> plant species, the mountain spleenwort and catawba <br /> rhododendron, as well as one regionally rare animal, the red- <br /> backed salamander. <br /> This location of the spleenwort is one of only two in <br /> the eastern Piedmont. Additionally, the steep north-facing <br /> bluff of the river contains a bluff of the aforementioned <br /> rhododendron, which is considered regionally rare in this <br /> area. The salamander is found here and at only <br /> two other sites in the county. <br /> The quality of the biological features on this site are <br /> rated as "primeTM . While the proposed amendment area does not <br /> include this natural site itself, the proposed amendment <br /> could easily impact the site. Additionally, the report's <br /> recommendations for this site include a wider buffer strip <br /> above the bluff be provided due to the fragility of the <br /> habitat., which requires cool and moist conditions to exist. ] <br />
