179 <br /> • 2. The list of permitted uses from the Zoning Ordinance's Table of Permitted Uses <br /> are those which are designed to serve a neighborhood population at the rural level <br /> and would generally not serve commuters or other persons outside the surrounding <br /> rural area. These permitted uses,in addition to the performance and design <br /> standards of the Ordinance,will insure that no adverse impacts will occur either <br /> beyond the immediate space occupied by the building for certain uses or beyond the <br /> property boundaries for some other uses. <br /> 3. The lot size and configuration is appropriate for the method of water supply <br /> and sewage disposal systems necessary for development of the property. <br /> 4. The 1.92 acres sought to be rezoned to NC-2,in addition to the 3.08 acres of <br /> property which is presently zoned NC-2,would create a total of five(5.0)acres <br /> zoned NC-2 in this Rural Neighborhood Activity Node. A maximum of five(5.0) <br /> acres of land is permitted to be zoned NC-2 in this node at the present population <br /> density. The zoning ordinance will allow an increase to a maximum of nine(9.0) <br /> acres of land zoned NC-2 where the population density approaches that which is in <br /> the Transition areas and at the discretion of the County Commissioners. <br /> 5. The subject property has approximately 295 feet of frontage on the north side <br /> • of NC Highway 54 which is designated as an arterial in the adopted Land Use Plan, <br /> This amount of frontage,in addition to the existing horizontal and vertical <br /> alignment of NC Highway 54 at this location,will provide safe and direct access • <br /> from the subject property to an arterial. <br /> 8 . 4.0 OTHER CIRCUMSTANCES AND FACTORS <br /> Water supply and sewage dispoasal systems shall be provided on-site by means of an <br /> individual well and an individual subsurface sewage disposal system.The Orange County <br /> Health Department completed an initial soil analysis of the subject property on May 13, <br /> 1988 and found it to be suitable for installation of a conventional subsurface sewage <br /> disposal system. <br /> The NC'-2 zoning district generally permits us s'which are low to medium traffic <br /> generators(0-300 Trips/Day). The volume of traffic generated by development of this <br /> property will have no significant impact upon the existing traffic load on NC Highway 54, <br /> and existing levels of service will be maintained _ _ <br /> - The Orange County Sheriffs Department,in a letter dated December 29, 1988,has : - - <br /> - - indicated that they will provide law enforcement services to the subject property without <br /> any additional personnel required to serve the general area.- <br /> The Orange Grove Volunteer F ire Department,in a letter received January 5, 1989,has- <br /> confirmed that the subject property is within the Orange Grove Fire District and indicated <br /> • their ability to serve the property. . <br /> - - - The Orange County Emergency Medical Services and South Orange Rescue Squad,in a letter - <br /> -- dated January 3, 1989,have indicated their ability to provide emergency medical services <br /> at the subject property. <br /> • <br />
