• <br /> ��������� <br /> ���K^�K����� <br /> ��_a- (S"? <br /> 4019 Stoneycreek Rd. <br /> Chapel Hill , NC 27514 <br /> March 14, 1989 <br /> Mr. Moses Carey, Chairman <br /> Orange County Board of Commissioners <br /> 106 East Margaret Lane <br /> Hillsborough, NC 27278 <br /> Dear Mr. Carey: <br /> As a follow-up to the County Commissioner 's meeting on Feb. 27, I <br /> thought it would be worthwhile to list a few of the concerns which I , and <br /> believe my neighors, have about the rezoning request by the University <br /> Station Associates (USA) for the land on New Hope Church Rd and Route 10: <br /> o I believe the County Commissioners and other planning groups have <br /> done an excellent job in making long-range plans for this and other <br /> properties in Orange County, and I do not believe that the proposal by UGP <br /> takes advantage of these plans. Rather, the proposal seems to completely <br /> disregard the long-range plans. What good are plans, if profit motives <br /> disregard them? Certainly the plans should be reviewed occassionally, but <br /> they should first have a chance to stabilize. I do not feel that the <br /> proposed plan offers this stability. <br /> o With the establishment of the new elementary school at the corner of <br /> New Hope Church and route 86, the increased traffic at this site which <br /> would result -from the development being proposed could be a serious safety <br /> hazard. Although the actual number of residents - and therefore cars - <br /> which the new development would generate is vague at this time, it is not <br /> hard to envision over 500 vehicles, most of which would travel west on Nev <br /> Hope Church to reach route 86 of 1-40. This route would take them right <br /> past the school entrances/exits which are planned on New Hope Church ! New <br /> Hope Church Road is a small winding road which is not designed to take thi <br /> kind of traffic. There are many blind spots, including the entrance from <br /> Stoneyareek Rd. I believe that the proposed rezoning/development would <br /> create serious traffic problems - especially at the school site. <br /> o Since the proposed site is adjacent to both the Rural Buffer and thE <br /> Duke Forest land , both of these established land areas would be disturbed <br /> by the creation of the new development. I believe that this would be very <br /> unfortunate. <br /> o I seriously question the ability of present police and fire <br /> protection to service a new development the size of that being proposed. ] <br /> the town/county ready to expand at the rate that would be required if the <br /> new development became a reality7 I think not. Water and sewer requirement <br /> would certainly be other major considerations which would disrupt the <br /> long-range planning. <br /> o It would appear that the proposed development - at 575 acres - woul <br /> be more than half the area of Woodcraft in Durham - 880 acres. I am told <br /> that the latter presently has 1800 home sites and plans to expand to about <br /> 2200 sites. I would not like to see the school problems that Wopdcroft is <br /> presently having, occur in Orange County. I am not saying that Woodcroft i <br /> | - ---- -- <br />
