At present, the Strayhorn Hills area to the <br /> north is the only area that meets this criterion, with an <br /> average lot size of approximately one unit/acre. The other <br /> surrounding properties are still rural residential in nature. <br /> Looking at the big picture, however, a case can be made that <br /> recent development in the general area and the newly- <br /> introduced development factor of 1-40 have precipitated a <br /> transition to urban or higher density uses in this area. <br /> Agriculture and Forestry <br /> Located away.from areas where development would have a <br /> detrimental impact on productive agricultural uses and <br /> managed forest land. <br /> QUESTIONABLE. The applicant states that restoration of this <br /> former agricultural land to a productive agricultural use is <br /> highly unlikely. Furthermore, over the past 20 years a <br /> significant conversion of agricultural lands to non-farm uses <br /> has occurred in this area. <br /> The managed forest lands of Duke Forest are situated to the <br /> northeast, and the protection of these areas are of <br /> particular concern given the quality of both the forest land <br /> 0 and natural areas contained within. The applicant has <br /> proposed a buffer be established between the proposed site <br /> and Duke Forest land, noting the significance of the Duke <br /> Forest land and proposes appropriate buffers as part of the <br /> PD approval process. A substantive buffer would be of <br /> critical importance to protecting the quality and integrity <br /> of the Duke Forest natural areas. <br /> Population Density. <br /> Located in areas with moderate to high population densities. <br /> COMPLIES. Areas to the north (Strayhorn Hills) and northwest <br /> along Old N.C. 10 meet this criteria. In addition, the <br /> applicant cites the projected 43 percent population increase <br /> for Eno Township between 1987 and 1995, the majority of which <br /> is expected to occur in the area of the Township in which the <br /> proposed amendment is located. <br /> Historic, and Cultural <br /> Located away from areas where development would have a <br /> detrimental impact on State- or Federally acknowledged <br /> historic/cultural sites or County-identified areas of Public <br /> Interest. <br /> QUESTIONABLE. The Eno Division of Duke Forest is located <br /> west of the site and has been included in the Natural Areas <br />
