A transition <br /> toward moderate density residential <br /> development is occurring in this area, which <br /> falls within the proposed Hillsborough future <br /> water and sewer service area. Transition Areas <br /> are defined as "areas that are in the process <br /> of changing from rural to urban, are suitable <br /> for urban densities and should be provided <br /> with public utilities and services" within 10 <br /> years. It appears that the area proposed for <br /> amendment does meet the intent and purpose of <br /> the plan in this regard. The proposed <br /> amendment is also consistent with the <br /> Recreation and Parks Element of the <br /> Comprehensive Plan. As part of that Element, <br /> a community park is proposed in the University <br /> Station Road area of Eno Township. The <br /> Recreation and Parks Element also cites the <br /> need for two (2) 18-hole golf courses and five <br /> (5) nine-hole or par 3 courses by the year <br /> 2005. (See Attachment D.) The proposed golf <br /> course (if pursued) and park site as shown on <br /> the Concept Plan are indicative of the manner <br /> in which the proposed amendment is consistent <br /> with both the intent and purpose of the <br /> Comprehensive Plan. The applicant has stated <br /> his intention to adhere to the proposed park <br /> dedication whether the golf course remains an <br /> option or not. <br /> COMPARISON WITH LOCATION STANDARDS <br /> In an analysis of a Comprehensive Plan amendment, <br /> the requested designation is evaluated for compatibility with <br /> the applicable Locational Criteria in Section 3.4 of the Land <br /> Use Element of the Comprehensive Plan. In the table below, <br /> COMPLIES means that the area being evaluated is compatible <br /> with the locational criterion. DOES NOT COMPLY means that it <br /> is not. Additional explanation is provided where the <br /> response is not clearcut. <br /> 10 & 20 Year Transition Criteria <br /> Land, Slope. <br /> No significant slope or topography problem that would <br /> unreasonably increase the cost of extending water and sewer <br /> lines. <br /> COMPLIES. Areas of steep slope (>15%) lie immediately north <br /> of the subject property. There are also scattered areas of <br /> steep slope along Old N.C. 10 and along Stony Creek.
