Proposals for new freestanding plan areas or <br /> additions to existing areas that exceed one <br /> hundred (100) acres in land area. <br /> The proposed amendment would fall into this <br /> category as a principal amendment to the plan <br /> since the total acreage in the request is 575 <br /> acres. The applicant is proposing the <br /> expansion of an existing Ten-Year Transition <br /> Area, which was approved as part of the update <br /> of Eno and Chapel Hill Township components of <br /> the Comprehensive Plan on July 5, 1988. The <br /> property in question is contiguous with the <br /> Strayhorn Hills Subdivision, an existing <br /> residential development located in a Ten-Year <br /> Transition Area. These properties are <br /> contiguous for a distance of approximately 750 . <br /> feet along the Southern Railroad. <br /> 3. Article 20.3.2 also requires the submission of the <br /> following additional information: <br /> a. A fully dimensioned map at a scale of not less <br /> than one hundred (100) feet to the inch <br /> showing the land which would be covered by the <br /> proposed Comprehensive Plan amendment, and a <br /> legal description of the land; <br /> Given the size of the property in question, a <br /> map at a scale of one (1) inch equals two <br /> hundred (200) feet was provided in lieu of the <br /> map specified above. The previously submitted <br /> Concept Plan of the entire project (See <br /> Attachment C), shows residential areas, a <br /> proposed golf course and public park, and <br /> proposed lakes. At this point, the applicant <br /> still plans the residential areas and park <br /> shown, but is undergoing reconsideration of <br /> the golf course option. <br /> The applicant has also provided the required <br /> legal descriptions of the property and a •composite reduction of property maps showing <br /> the tract.- -- -- <br /> - - <br /> b. The manner in which the proposed <br /> amendment will carry out the intent and <br /> purpose of the adopted Comprehensive Plan. <br /> The applicant has cited in the narrative the <br /> articulated purpose of the Plan to "manage the <br /> • forces of change to insure an appropriate and <br />
