123 <br /> 1 <br /> MEMORANDUM <br /> TO: COUNTY MANAGER <br /> BOARD OF COUNTY COMMISSIONERS <br /> PLANNING BOARD <br /> FROM: DAVID STANCIL, COMPREHENSIVE PLANNER II <br /> RE: LUP-3-89, UNIVERSITY STATION ASSOCIATES <br /> Analysis of Proposed Comprehensive Plan Amendment <br /> DATE: FEBRUARY 9, 1989 <br /> GENERAL DESCRIPTION <br /> The property in question is located in Eno and Chapel <br /> Hill Townships on both sides of Old N.C. 10 (SR 1710) , south <br /> of the Southern Railroad. It is referenced as lot 20 of <br /> Eno Township Tax Map 27; lots 20A, 47, and 48 of Eno <br /> Township Tax Map 26; and lot 13 of Chapel Hill Township Tax <br /> Map 3. The property contains 575 acres of land and fronts on <br /> New Hope Church Road for a distance of 2900 feet and Old N.C. <br /> 10 for a distance of 4920 feet. The current zoning of the <br /> property is R-1 Residential. <br /> The applicant is requesting that the property be <br /> redesignated in the Eno and Chapel Hill Township Components, <br /> Land Use Element of the Comprehensive Plan from Rural <br /> Residential-Agricultural Use and Resource Conservation to <br /> Ten-Year Transition. The purpose of this request is to allow <br /> the applicant to make application for approval of a planned <br /> residential community. - -� - <br /> An application for Plan amendment on 100 acres of this <br /> site was received from the applicant on July 8, 1988. This <br /> proposed amendment was heard at public hearing on August 22, <br /> 1988 and subsequently withdrawn by-the applicant on September <br /> 19, 1988, citing a desire to await a decision on evaluation <br /> of the. County's Water and Sewer Policy. <br /> APPLICATION RE9UIREMENTS <br /> Application requirements for a Comprehensive Plan <br /> amendment are contained in Articles 2 and 20 of the Zoning <br /> Ordinance.
