This report includes data on the proposed 4.9 billion gallon <br /> Seven Mile Creek Reservoir solely for the purposes of <br /> comparison. Hazen and Sawyer does not support development <br /> of a reservoir to this level . Seven Mile is a viable <br /> alternative if development is limited to an appropriate <br /> volume. <br /> 5. Cost estimates for RCC dam construction are lower than <br /> comparable estimates for conventional earthfill <br /> construction. Until the detailed studies necessary to <br /> verify the feasibility of RCC construction are completed, it <br /> would be more conservative to base planning decisions on <br /> conventional earthfill construction. RCC construction is an <br /> - • interesting design option that should be thoroughly <br /> evaluated during preliminary design. This type of <br /> construction appears to be economically attractive at either <br /> site. The type of dam construction that is ultimately <br /> implemented will determine the magnitude of the project <br /> construction cost but should not influence the decision as <br /> to which site should be developed. <br /> In conclusion, we would like to acknowledge the considerable effort <br /> that the County of Orange has put forth to resolve the problem of water <br /> supply shortages in its northern communities. Important issues concerning <br /> 4 ,-N the reservoir design concepts and impacts of the alternative projects on the <br /> ..., local environment remain to be answered. We appreciate the complexity of <br /> the decision that the County faces in selecting the most appropriate <br /> reservoir alternative. We hope that this report will contribute to a better <br /> understanding of the issues involved and will allow continued progress <br /> towards development of a new reservoir.
