- - <br /> 24 <br /> 1. Water and/or sewer projects to be funded will be <br /> selected using the following criteria: <br /> a. The project must be assured of having the <br /> proper zoning at the proposed site; and <br /> b. The project must improve job opportunities <br /> available to Orange County citizens, <br /> especially for women and minorities unless <br /> there is documentation provided by the project <br /> applicant that job opportunities available for <br /> women and minorities are equal to those of <br /> other Orange County citizens; and <br /> c. The project must provide jobs with wage scales <br /> in compliance with Orange County standards <br /> adopted from time-to-time; and <br /> ' d. The project must have a positive fiscal impact <br /> upon Orange County government (The cost of <br /> services to be provided by Orange County to <br /> the project must be less than the local taxes <br /> and other revenues paid to the County <br /> generated by the project. ) . A fiscal impact <br /> analysis shall be prepared by the applicant <br /> and verified by Orange County and using a <br /> model provided hy Orange County. <br /> 2. Where a project is approved, but funding is not <br /> immediately available, it will be placed on a <br /> priority waiting list based on its approval date. <br /> Funding approval by Orange County pursuant to this <br /> policy is not a guarantee that Orange County will <br /> fund the project to any extent. It is only a <br /> statement by the County that the project, if <br /> funded, will be funded according to the priority <br /> waiting list. <br /> 3. Water and/or sewer facilities and/or extensions <br /> may be financed by the following methods: <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br /> c. General Fund and Enterprise Fund <br /> contributions. (Includes capital funds only) <br /> Capital funds from the General Fund will be used <br /> only if funding cannot be obtained from other <br /> sources. <br /> 17 <br />
