19 <br /> Said system shall be completed according to <br /> the approved plans, provided that where said <br /> improvements are to be installed or <br /> constructed subsequent to the approval of a <br /> final subdivision plat, special use permit or <br /> planned development, plans and specifications <br /> for said improvements shall be approved by the <br /> appropriate agencies and references to said <br /> improvements shall be made a part of the final <br /> plat or permit. <br /> b. Plans for proposed public or community water <br /> supply systems shall be approved by thA <br /> utility service provider, the Health <br /> Department Director or by the Division of <br /> Health Services of the N.C. Department of <br /> Human Resources, whichever is appropriate. <br /> The requirements for the approval of plans are <br /> the same as for proposed public or community <br /> sewage systems above. <br /> 5. Water and sewer utilities must be built to the <br /> standards and specifications of the municipality, <br /> private association or water or sewer authority to <br /> whose system they are connected. <br /> C. Extension Policies <br /> 1. Urban service areas for Chapel Hill, Carrboro, <br /> Hillsborough, Mebane, Durham, and the service area <br /> of the Orange-Alamance Water System should be <br /> established which correspond with Urban and <br /> Transition Areas as identified in the Land Use <br /> Element of the Comprehensive Plan. Water and sewer <br /> lines should be directed to those areas which <br /> contain and are appropriate for higher density <br /> levels of residential, commercial and industrial <br /> development. <br /> 2. Within the following portions of the Rural Buffer <br /> and Protected Watershed Districts designated in the <br /> Land Use Element of the Comprehensive Plan, public <br /> water and sewer will only be extended to provide <br /> service to: (a), an essential, public service (such <br /> as a school) ; pal correct a public health <br /> emergency (failing septic tank or failing package <br /> treatment plant, neither of which can be <br /> corrected) ; or (c) land where the failure to <br /> provide public water and sewer will result in the <br /> landowner's inability to use the land for Any <br /> reasonable purpose (resulting in hardship and a <br /> constitutional "taking" ) . <br /> 12 <br />
