1F <br /> For this reason, Orange County will evaluate the <br /> following provisions for inclusion as part of its <br /> approval processes for any development in an Urban <br /> or Transition Area: <br /> a. That a proposed development be required to <br /> extend the water and/or sewer services of the <br /> municipality, private association or water or <br /> sewer authority to whose system the <br /> development is to be connected; <br /> b. Where the water and/or sewer services of a <br /> municipality, private association or water or <br /> sewer authority are to be extended within an <br /> Urban or a Transition Area to serve a proposed, <br /> development, that the location and width of <br /> utility easements be approved by the utility <br /> service provider that will eventually serve <br /> the area, and that the easements be dedicated <br /> in the form of a deed of easement to the <br /> utility service provider; <br /> c. That minimum lot sizes be significantly <br /> increased until such services are available; <br /> and <br /> d. Where alternative wastewater treatments <br /> systems are employed, that utility easements <br /> be dedicated for the orderly extension of <br /> future utility systems, that alternative <br /> systems be designed to acceptable utility <br /> standards, and that a binding commitment be <br /> provided requiring connection to the utility <br /> system when its services are available. <br /> 3. The lot size for a residence, place of business or <br /> place of assembly shall be appropriate to the <br /> method of water supply and sewage disposal. <br /> 4. In cases where the construction and completion of a <br /> development project would require water and/or <br /> sewer permits granted by a local, State or Federal <br /> agency, that agency shall officially approve by <br /> certificate or permit the development project <br /> before construction of the utility lines or <br /> structures to be served by the improvements, begins. <br /> a. Plans for a proposed public or community <br /> sewage system shall be approved by the utility <br /> service provider, the Health Department <br /> Director or the Division of Environmental <br /> Management of the N.C. Department of Natural <br /> Resources and Community Development, whichever <br /> is appropriate. <br />
