Land in areas where the prevailing land use <br /> activities consist of agricultural and forestry and <br /> which should continue in these uses should be <br /> designated as Agricultural-Residential in the Land <br /> Use Element of the Comprehensive Plan. <br /> B. Service Capability/Capacity Policies <br /> 1. Public and/or private water and sewer lines <br /> should exist at the site or be assured of <br /> installation at the time of approval of Any <br /> development project. <br /> "Assured of installation" shall mean that the <br /> municipality, private association or water or <br /> • sewer authority to whose system the development <br /> project is to be connected has reviewed and <br /> approved preliminary plans for proposed water <br /> • and/or sewer lines, the adequacy of the existing <br /> • system(s) to which the connection(s) will be made, <br /> the capacity of existing water and/or sewer <br /> treatment facilities, the carrying capacity of the <br /> discharge stream or discharge point, and the method <br /> of funding proposed extensions of water and/or <br /> sewer lines. The approval by the municipality, <br /> private association, or water or sewer authority <br /> shall contain a certification that service to the <br /> development project is authorized by any water <br /> management plan and discharge permit in effect at <br /> the time of approval. <br /> Following review and approval of preliminary plans <br /> as described above, the board of directors or <br /> governing board of the municipality, association or <br /> authority must have approved, through formal - - <br /> resolution or other agreement, the provision of <br /> water and/or sewer service to the development <br /> project. Such approval is contingent upon the <br /> developer submitting final construction plans for <br /> review and approval to the municipality, <br /> association or authokity as well as appropriate <br /> State and/or Federal agencies prior to commencing <br /> construction of the improvements. <br /> 2. Urban and Transition Areas are areas considered <br /> likely to be, in the near or distant future, <br /> annexed by municipalities once development is <br /> proposed or has occurred. In these areas, public <br /> water and sewer shall be encouraged. Individual on- <br /> site or alternative wastewater treatment systems <br /> represent a potential concern to the municipality, <br /> private association or water or sewer authority to <br /> whose system the development is to be connected. <br />
