15 <br /> 5. The duties and responsibilities adjunct to the <br /> design, construction, and operation and maintenance <br /> of alternative wastewater treatment systems should <br /> be specified as a requirement in the permitting <br /> process for such facilities in the Subdivision <br /> Regulations and/or Zoning Ordinance. Such duties <br /> and responsibilities should include, where <br /> possible, the following: <br /> a. The application of minimum design criteria <br /> that exceed the design criteria now prescribed <br /> by the N.C. Division of Environmental <br /> Management and the N.C. Division of Health <br /> Services; <br /> b. The requirement for inspection and <br /> certification of an alternative system by the <br /> principal designer that the construction of <br /> the system was completed in accordance with <br /> the approved design plans; and <br /> c.
