Goal 5 - Financial Participation Establish a basis for Orange County's participation in the financing of water and/or sewer services and facilities. On November 28, 1988, a public hearing was conducted for the purpose of receiving comments the proposed Policy. Based on requests from the Economic Development Commission and the Town of Carrboro for additional time to review and comment on the proposed policy, the Board of Commissioners continued the public hearing until January 3, 1989. Following the November 28 hearing date, requests were received for additional time to comment. The holiday season and a limited number of meeting dates did not permit appropriate responses by January 3. At its December 20, 1988 meeting, the Board of Commissioners approved a recommendation that the public hearing on the proposed Water/Sewer Policy be continued to this meeting. RECOMMENDATION: The Administration recommends that the draft policy be referred to the County Manager and his staff for consideration. Al]. comments, both written and verbal, received during and since the November 28 hearing would be carefully reviewed. Any revisions to the policy would seek to address those concerns identified by citizens, utility providers, and municipalities during the hearing process. Following review of the proposed Water/Sewer Policy by the County Manager and his staff, the document would be presented to the Planning Board for recommendation on February 20. The proposed policy and the Planning Board recommendation will be presented to the Board of Commissioners on March 6. This course of action is recommended due to the limited amount of time available for consideration of comments between the conclusion of this meeting (January 17) and the Planning Board's January 23 meeting.
