He emphasized that this method of allocating funds <br /> means that the school boards can decide in advance how to spend the money they will <br /> receive. <br /> KAY SINGER, Chair of the Orange County School Board, spoke in support of the <br /> Manager's CIP and the distribution of the pay-as-you-go funding for capital <br /> projects. She listed the strengths of allocating these funds on a per pupil basis. <br /> ARTHUR WHITTED, Co-Chair of the County Advisory Board on Aging, read the <br /> letter reference above from Betty Landsberger. <br /> DANIEL DETER, teacher in the Orange County Schools, spoke in support of the <br /> CIP and the per pupil allocation for capital funds. He stressed that both schools <br /> need money for education and that education is the most important priority in <br /> Orange County. <br /> CHRISTOPHER COOKE, parent of two children in the Orange County School System, <br /> spoke about the difference in the educational needs of the two school systems in <br /> Orange County. He spoke in support of the per pupil allocation stating that it is <br /> more objective. He emphasized that excellence in education is usually a minority <br /> point of view. <br /> MAX KENNEDY, member of the Orange County School Board, spoke about the <br /> relationship between the two school systems. He stated there is an honest <br /> difference of opinion between the two school systems on the distribution of the <br /> pay-as-you-go funds. He emphasized that the two boards have no problem in their <br /> relationship with each other and will not let this become an issue. <br /> With no further citizen comments, the public hearing was closed. <br /> ADJOURNMENT <br /> Chair Carey adjourned the meeting.
