'Orange County <br /> 23 <br /> Neighborhood Outreach Advisor Project to Older Adults <br /> • <br /> • October, 1988 <br /> Funding: State Center Outreach/Development funding from Triangle J COG in <br /> the amount of $6,627 thru June 30, 1989. This is part of a <br /> regional Neighborhood Advisor Program, but locally tailored to <br /> . Orange County. <br /> • <br /> Applicant: Orange County Department on Aging <br /> Purpose: Orange County has three Senior Centers (Carrboro. Chapel Hill , <br /> Hillsborough) which handle 2,500 information calls annually. A <br /> . 1.111time Information/Referral Specialist collects and disseminates <br /> information and also works with Center personnel and volunteers to <br /> respond to all inquiries. Rather than additional telephone <br /> locations to respond to inquiries, there is a need to reach out to <br /> more rural and less sophisticated older people with multiple needs <br /> and unfamiliar w.ith the system to access services. <br /> Project Goal : To expand and integrate three access services- Information/ <br /> Referral , Care Management, and Senior Centers- to uninformed <br /> and underserved older adults. <br /> Strategy; Orange County Department on Aging, a central information resource <br /> and access agency, will administer the project. Two temporary <br /> parttime Advisors would be hired, one being stationed at the <br /> Hillsborough Center and one at the Carrboro Center. While the <br /> Outreach Advisors would work with the I/R Specialist, Senior <br /> Center Supervisors, Nutrition Managers, and Care Managers, they- <br /> would be under the direct supervision of a part time Program <br /> Developer/supervisor. <br /> The Neighborhood Advisor Program would emphasize: <br /> 1. Outreach to Formal/Informal Community Resources in Assigned <br /> Areas. The Advisors would be outreach persons rather than <br /> telephone resources as in other counties. They would make <br /> appointments with rural clergy, civic or club groups, both <br /> formal and informal leaders. They would give them an overview <br /> of available services, distribute materials and listen to <br /> feedback on needs and problems. They would also build a <br /> resource file of community leaders to rely for help and who <br /> should receive regular informational mailings. <br /> 2. Outreach to identified Needy Older Persons by Agency staff and <br /> Community Leaders. The Advisors would be an extension of <br /> County/agency staff- I/R, Care Manager, Senior Center who have <br /> identified a person in need of a personal home contact. <br /> Advisors would do cost effective pre-screening for a variety of <br /> services. The Advisors would also respond to requests for <br /> assistance from community leaders. The Advisors would focus on <br /> their role as an "Outreach Advocate" linking the need with the <br /> • <br /> • available services. <br /> Budget; State funds would be allocated as follows: Four Advisor Trainees <br /> (35hrs of training X $3.35 Plus FICA )= $504 , Two Advisors (40 hrs <br /> per mo.X 6 mos X $4.65 plus .FICA)= $2,400, Advisor Travel ($50 per. <br /> mo.
