He also asked that it be <br /> better clarified that transfer of development <br /> rights is voluntary on the part of the property <br /> owner and the individual's option. <br /> Best noted that rural character is different in <br /> different areas and that the study should be <br /> conducted county-wide. <br /> Jacobs noted the following as the concerns being <br /> expressed by Board members: <br /> That any Rural Character Study be applied county- <br /> wide; that the study recognize that there is <br /> different rural character in different parts of. <br /> the County; and that the Request for Proposal <br /> spoke to the purposes of the study. <br /> MOTION: Eidenier moved that the Orange County Planning <br /> Board urges the Orange County Board of <br /> Commissioners to continue to support the original <br /> proposal for a rural character study as embodied <br /> in the Request for Proposal. Seconded by Pilkey. <br /> Jacobs noted that individual concerns could be <br /> discussed with the Commissioners at the annual <br /> meeting of the Planning Board and Board of <br /> Commissioners. <br /> VOTE: Unanimous. <br /> d. Strategic Economic Development Committee <br /> Yuhasz reported that the report is-included in <br /> the agenda packet as a separate enclosure and <br /> noted that the Economic Development Commission <br /> has endorsed it. He noted that the Commissioners <br /> did discuss it at their last meeting. The EDC <br /> ------- ----- - - be- looking at specific ways to implement the <br /> twelve goals in the report. He continued that <br /> - . the Planning Board should cooperate with EDC in <br /> specific methods of implementing the goals. <br /> - - - -Jacobs noted that the Planning Board could - <br /> consider and review the report at the January 10 <br /> Long Range Planning Meeting. <br /> - AGENDA ITEM #8: - REPORT ON THE DUKE FOREST STUDY BY <br /> MR.
