He <br /> continued that the Board wished to apply the <br /> principles that might specifically be used to <br /> perfect the Rural Buffer throughout the County. <br /> He noted that he was unsure whether it is a <br /> semantic misunderstanding, a conceptual <br /> misunderstanding or a political difference. <br /> Eidenier asked if the use of the word "rights" <br /> in regard to transfer of development rights could <br /> be the source of the misunderstanding. Jacobs <br /> responded that transfer of development rights, in <br /> any case, would be voluntary, not mandatory. He <br /> also noted that the discussion of transfer of <br /> development rights is a jump ahead of the study. <br /> The point of the first set of meetings was to <br /> discover what the citizens feel the rural <br /> character of Orange County is and what is <br /> important and what should be preserved not to <br /> discuss the particular mechanisms to accomplish <br /> this. He noted that the issue of transfer of <br /> development rights has not yet come up through <br /> the study but from other sources such as the <br /> media and the Commissioners. - <br /> Eidenier continued asking about information and <br /> articles she had seen in newspapers regarding low <br /> level nuclear waste dumps that are being sought <br /> -- ---- ---- - - by the State. Jacobs asked that information be <br /> provided to the Planning Board at the Long Range <br /> Planning Meeting on January .10 regarding this <br /> • issue. <br /> - - <br /> - - - Yuhasz expressed concern that the Rural Character <br /> . Study may be limited to the Rural Buffer. He • <br /> indicated that he felt the study would have - - <br /> unsatisfactory results unless it is applied <br /> County-wide. <br /> Pilkey stated that she would be in favor of such <br /> a motion. Yuhasz noted that he felt such a <br /> motion should be by consensus. <br />
