Rural Character Study Committee <br /> Gene Bell reported on the public sharing and <br /> information meetings which were held with Lane <br /> Kendig, Consultant, on November 29 and 30. The <br /> group meetings were with groups representing <br /> neighborhoods, agricultural interest groups, <br /> recreation interest groups, rural buffer interest <br /> groups, business and development groups, <br /> government and education groups and environmental <br /> interest groups. <br /> On the night of November 30, there was a general <br /> sharing session held in the Superior Courtroom <br /> with an estimated attendance of 300. The <br /> greatest concern from the farming community was <br /> with the possibility of transfer of development <br /> rights. Bell noted that concerns with this issue <br /> is premature since this is a possibility that <br /> will be discussed later on in the study. <br /> The current schedule for the study is that Mr. <br /> Kendig will be back in Orange County on January <br /> 24 and 25 at which time he will be presenting an <br /> in-depth presentation to various interest groups <br /> and a general sharing and information meeting for <br /> the general public. He will also be meeting with <br /> the Board of Commissioners at a dinner meeting on <br /> January 24 to answer their concerns about the <br /> study, the direction in which it will be going <br /> and also concerns regarding the rural buffer. <br /> Jacobs asked if Mr. Kendig was aware of the <br /> questions being publicly discussed about the <br /> differences in the emphasis of the study. Bell <br /> • responded that he is compiling information to be <br /> sent to Kendig regarding those issues such as the <br /> newspaper articles in order to give him a better <br /> feeling for the public concern. <br /> Pilkey asked what the problem is with the <br /> understanding of the study with the Board of <br /> Commissioners. Bell responded that he is not <br /> sure what the problem is. He noted that a copy <br /> of the REP and the contract- has been sent to the <br /> Board of Commissioners for their review again. <br /> Yuhasz asked if the Commissioners felt that the <br /> study as proposed considering the entire County <br /> • is too wide spread and should be specifically <br />
