This • <br /> happens when delays occur (sometimes for months or years), <br /> other approvals necessary to complete the project cannot be <br /> obtained or the project is abandoned for other reasons. Ordinance should provide for a reasonable amount of time for <br /> the applicant to submit an plan that can be approved and <br /> complete the process so that staff can complete the review or <br /> know that the project has been abandoned. The proposed <br /> amendment provides a procedure to inform the applicant that <br /> time is running out and giving an opportunity to continue <br /> or terminate the process. <br /> In order to be considered complete, a plan submitted for <br /> approval must contain the proposed erosion control plan, <br /> the completed application, the statement of financial <br /> responsibility and ownership, and the plan review fee. <br /> The 30 day review period begins when all of the <br /> components of the complete plan are received. <br /> d.
