2 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: EROSION CONTROL ORDINANCE <br /> REFERENCE: Sections 5, 6, 17, 18, 18.1, and 22 <br /> ORIGIN OF AMENDMENTS: X staff _____ Board <br /> BOCC Public <br /> X Other: County Attorney <br /> State Legislature <br /> STAFF PRIORITY RECOMMENDATION: High _X_ Middle Low <br /> Comment: <br /> EXPECTED PUBLIC REARING DATE: November 28, 1988 <br /> PURPOSE OF AMENDMENTS: To make the proposed Soil Erosion and <br /> Sediment Control Manual the standards for Orange County; to <br /> make changes in administrative procedures; to make revisions <br /> recently passed by the State Legislature; to make changes in <br /> notification procedures recommended by the County Attorney. <br /> IMPACT/ISSUES: <br /> The amendment making the Soil Erosion and Aeitimegt gontgal <br /> =nal the standards for Orange County (Sections 18d and <br /> 18.1) will: <br /> - provide written comprehensive standards for erosion <br /> control measures and erosion control plan content; <br /> - improve performance of measures; <br /> - improve consistency in the enforcement and implementation <br /> of plans. <br /> The amendments relating to AARLILEtmatime <br /> (Sections 6b, 17b and d, and 18a and c) will: <br /> - delete erosion control plan waivers for disturbances <br /> between 20,000 and 40,000 square feet, which have not <br /> been granted in the past several years; <br /> - will clarify the expiration of approvals and permits and <br /> lengthen validity from 6 months to one year; <br /> - will require the person submitting the erosion control <br /> plan to respond to staff comments and complete the <br /> process in a reasonable amount of time. <br /> The amendments relating to changes in the State &tae.eg. <br />
