2 <br /> the draft manual based on the received comments. <br /> The initial draft of the Manual was reviewed by the <br /> Planning Board and other persons, agencies, and <br /> firms involved in erosion control. Based on the <br /> comments received, staff obtained the services of a <br /> professional editor to edit the draft to improve <br /> arrangement, readability, and access to the <br /> material. The Manual presented at the hearing is the <br /> revised edition. <br /> The primary purposes of the Manual are: to formalize <br /> erosion control standards; to have the standards in <br /> written form and make them accessible to designers <br /> of developments in Orange County; to improve the <br /> effectiveness of erosion control techniques and <br /> devices; to be more consistent in the application of <br /> requirements and standards; and to improve the <br /> overall effectiveness of the County's erosion <br /> control program. <br /> Staff has proofread the Manual since it was <br /> distributed to the Board and recommends that the <br /> attached list of revisions and corrections be made <br /> in the Manual. Most of the changes are typographical <br /> errors that should be corrected before printing of <br /> copies for distribution. Other changes are minor <br /> corrections to improve clarity and correction of one <br /> paragraph in a design procedure to correct some <br /> minor errors and make it clearer. <br /> Staff recommends that $30.00 ($34.00 if mailed) be <br /> charged for the Manual without a binder; with a <br /> binder the charge would be $39.00 ($44.00 if <br /> mailed) . These prices barely cover the cost for <br /> printing and mailing. Staff believes that the Manual <br /> should be readily available to those who need it at <br /> a reasonable cost but not so cheap as to create a <br /> demand that will consume large amounts of staff time <br /> printing it. These prices are in line with what is <br /> charged for similar documents; the state charges <br /> $30.00 for its manual. <br /> The Manual was presented at the November 28, 1988 <br /> public hearing and there were no comments on it. <br /> The Planning Board considered the Manual at the <br /> December 19, 1988 meeting and recommended its <br /> approval. <br /> RECOMMENDATION: The Administration recommends approval of the <br /> proposed Manual with the proposed revisions and <br /> corrections and changes. <br />
