Department of <br /> Crime Control & Public Safety <br /> STAFF PRIORITY RECOMMENDATION: _x_High Middle Low <br /> Comment: <br /> EXPECTED PUBLIC BEARING DATE: November 28, 1988 <br /> PURPOSE OF AMENDMENT: <br /> To add a definition for "lowest floor" to the Flood <br /> Damage Prevention Ordinance to avoid confusion with the <br /> term "lowest habitable floor" and to add a second <br /> clarifying amendment concerning the design and location <br /> of electrical, plumbing and mechanical equipment. <br /> IMPACTS/ISSUES: <br /> The North Carolina Department of Crime Control and <br /> Public Safety has reviewed the Orange County Flood <br /> Damage Prevention Ordinance and it has been certified to <br /> the Federal Emergency Management Agency as meeting <br /> minimum federal requirements. There were two areas <br /> identified where they indicated clarification was <br /> needed. First, a definition of "lowest floor" should be <br /> added to the definition section. Second, a clarifying <br /> amendment concerning the design and location of <br /> electrical, plumbing, and mechanical equipment should be <br /> _ added. <br /> EXISTING ORDINANCE PROVISIONS: <br /> "Lowest Floor" - No present definition. <br /> Article 4 Section 4.1(a) - "No damageable portion of a <br /> structure located outside the floodway may be below the <br /> elevation what would be attained by the base flood if <br /> the stream were contained within the floodway. " <br />
