Collins also noted that another <br /> reason for the staff to have a copy of a recorded plat <br /> is that sometime there is a lag between the time a plat <br /> is approved and a tax map is received showing the newly <br /> created lots. With a copy of the recorded plat in hand, <br /> it expedites the issuance of building permits. When <br /> plats are being reviewed for new subdivisions, it is <br /> very helpful to have a copy of the recorded in looking <br /> at the extension of road systems. The documents are <br /> needed in order for the Planning Staff to check off that <br /> conditions have been met -and the subdivision is built as <br /> it was approved. The copy of the recorded plat will be <br /> placed in the subdivision file along with all other <br /> materials relating to that subdivision. <br /> R. S. McClintock, Orange County resident, encouraged the <br /> Board to approve the recommendations as presented by the <br /> Planning Staff. He noted that the subdivision process <br /> he would have to do in order to provide a lot for his <br /> son from his -8 1/2 acre tract, would be much easier and <br /> less time consuming if these amendments were approved. <br /> Guido de Maere, Chair of the Real Property Section of <br /> the Orange County Bar Association, indicated he felt <br /> that great strides have been made in the right direction <br /> for the appproval process. He noted an item which was <br /> discussed at the meeting which the committee thought <br /> would be in the ordinance and now is being considered as <br /> an administrative which is the procedure of going from <br /> preliminary to final plat approval and recording. Under <br /> the new system, all conditions are set with preliminary <br /> plat approval. He felt that the ordinance should state <br /> that part of the approval is a list of requirements and <br /> that the Planning Department checks the conditions off <br /> as they are complied with, and the final plat can be <br /> recorded when all the requirements are met. He noted <br /> that the forms are administrative but he would like to <br /> see the procedure referenced in the ordinance. <br /> _ Ms. Scearbo responded that the Staff is continuing to <br /> work on the administrative mechanism to try and <br /> formulate a document which can contain some of the items <br /> - that are presently listed on the plat itself. • <br /> Motion was made by Commissioner Wilihoit, seconded by <br /> Commissioner Hartwell to refer this item to the Planning Board for a • <br /> recommendation to be brought back to the Board of Commissioners no <br /> . sooner than January. 3, 1989. • - <br /> - VOTE: UNANIMOUS. -- <br /> b.
