If the <br /> Board of Commissioners fails to take action within <br /> the specified time period, or extensions thereof, <br /> the Board of Commissioners may be deemed to approve <br /> the application without conditions. <br /> • <br /> If the Board of Commissioners approves the <br /> application subject to conditions, such conditions <br /> shall be reasonable and shall seek to insure <br /> compliance with applicable regulations and the <br /> provision of utilities and/or other facilities <br /> needed to serve the proposed development. If the <br /> Board of Commissioners approves the application <br /> with, conditions or denies the application, the <br /> reasons for such decision shall be stated in <br /> writing to the applicant and entered into the <br /> minutes of the meeting at which such action was <br /> taken. <br /> In-D-2-e.Action Subsequent, to Approval <br /> Upon approval of the Preliminary Plat by the Board <br /> of Commissioners, the subdivider may proceed with <br /> the preparation of the Final Plat, and the <br /> installation of or arrangement for required <br /> improvements in accordance with the approved <br /> Preliminary Plat and the requirements of this <br /> Ordinance. <br /> If the application is approved or approved with <br /> conditions, the Planning Department may issue <br /> applicable development permits required to <br /> construct, install and use improvements approved as <br /> part of the Preliminary Plat approval. Except for <br /> the above improvements, no building permits shall <br /> be issued to develop any lot or parcel shown on the <br /> approved Preliminary.
