There were also questions from the Orange <br /> County Bar Association and the Society of Surveyors <br /> concerning legality of some of the provisions and costs <br /> to the developer. <br /> The committee established to revise the draft included <br /> the County Manager, Planning Board Chair Barry Jacobs, <br /> Register of Deeds Betty June Hayes, Land Records Manager <br /> Roscoe Reeve, Robin Lackey and Guido de Maera of the <br /> Orange County Bar Association, Walter Kleckley of the <br /> Society of Surveyors and myself. We met twice and a <br /> number of changes were made based on comments of the <br /> group. In addition, I met with both the Register of <br /> Deeds and Land Records to learn more about the specific <br /> problems which they had experienced. <br /> The draft amendment in the agenda packet is a crossout- <br /> underline which shows the changes made since the last <br /> hearing. The more substantial items are summarized as <br /> follows:- <br /> 1) We attempted to remove as much information as <br /> possible from the face of the final plat. To <br /> accomplish this, certain restrictions or <br /> requirements including landscaping and buffers, <br /> impervious surface data, lots of restricted <br /> development, and stormwater control data will be <br /> recorded as a separate document with cross-reference <br /> between the plat book and deed book. <br /> We also attempted to remove some of the certificates <br /> from the face of the plat and record them separately <br /> but most of them are required to be on the plat by <br /> State law. We are still working on developing a <br /> format for a document containing the information <br /> • just described to simplify and streamline the plat <br /> approval and recordation process. <br /> 2) . We attempted to eliminate any ambiguities in the- - - " <br /> requirement that certain natural and man-made . <br /> features be shown on the final plat. • <br /> - -- 3) We are proposing to redefine a minor subdivision as <br /> the creation of 5 or more lots, including-any - <br /> remainder during a two year period. <br /> - We are starting to see more and more small subdivisions <br /> which must be processed as -major subdivisions. <br /> Currently, minor subdivision process applies only when 4 <br /> or fewer lots are being created from a lot in existence <br /> at the time the subdivision regulations went into <br /> effect.
