18 <br /> North Carolina day care facility license are <br /> satisfied. <br /> c) There is direct access from the property on which <br /> the day care facility is to be located to a State- <br /> maintained road or a private road approved by Orange <br /> County. <br /> d) Adequate access to and from the site as well as <br /> adequate space off the road right-of-way, is <br /> provided for the safe pick-up and discharge of <br /> children and is provided in such a manner that <br /> traffic generated by the day care facility is not <br /> disruptive to adjacent residentially developed <br /> properties. <br /> e) Fencing and/or screening is to be provided which <br /> assures the protection of the children receiving day <br /> care, protects adjacent residentially developed <br /> properties from trespass, effectively screens the <br /> view of any outdoor play area, and reduces noise <br /> associated with the operation of the day care <br /> facility. <br /> The Board of Child Care Networks have reviewed a draft <br /> of the proposed amendments and provided comments which <br /> are an attachment to these minutes on page <br /> The Planning Staff amended the proposals to reflect that <br /> Board's concerns and are recommending approval of the <br /> proposed amendments. <br /> Planning Board member Eddleman asked the standard listed <br /> as a) regarding physical and moral welfare. Collins <br /> responded that this tracks language contained in a <br /> booklet produced by-the State licensing agency. He <br /> continued that a copy of state licensing requirements <br /> could be obtained. <br /> Commissioner Marshall noted that she felt specific <br /> - criteria could be provided for this standard. Collins <br /> responded that this could be reviewed. He continued <br /> that extablishing a cut-off point between what is safe _ <br /> and what is not is a difficult one and varies from . <br /> location to- location. _. <br /> -- _ There were no public comments. <br /> Motion was made by Commissioner Marshall, seconded by <br /> Commissioner Hartwell to refer this item to the Planning Board for a <br /> recommendation to be brought back to the Board of Commissioner no <br /> sooner than January 3, 1989. <br /> VOTE: UNANIMOUS. <br />
