Can criteria be established for determining what <br /> types of facilities would be required to have direct <br /> vehicular access to a public road and which <br /> facilities would have access to both public and <br /> private roads? <br /> The number of residential lots on a road is not one <br /> of the criteria used to determine if a road is to be <br /> public or private. However, once a determination <br /> has been made that a private road will be permitted, <br /> the "class" of private road to be installed is <br /> determined by the number of lots to be served.
