That <br /> is, electrical substations are special uses presently. <br /> They are proposed to be permitted uses with ordained <br /> conditions. The principle difference between the two <br /> concepts is that a special use requires an application <br /> and a quasi-judicial hearing during which facts must be <br /> found and an order issued. Permitting these uses as a <br /> matter of right subject to the requirement that they <br /> meet certain conditions eliminates the need for the <br /> application, the hearing and the order. There is no <br /> other material difference between these two methods. <br /> For that reason, it seems to me the permitted use with <br /> required conditions is preferable. Concerns about <br /> compatibility between electrical substations and other <br /> land uses can best be addressed by more or different <br /> conditions if there is a concern that the conditions <br /> recommended will not adequately protect the health, <br /> safety and welfare. <br /> Very truly yours, , <br /> 45,24/ <br /> ey .
