3 <br /> 3. The parcel or easement on which the facility is <br /> located shall contain a minimum of 5000 square <br /> feet and shall be recorded. In most cases, the <br /> parcel or easement will be several acres, with <br /> the structure itself constituting a small portion <br /> (12,000 sq. ft. maximum) . The perimeter fencing <br /> alone may encompass 1-2 acres. That area is <br /> needed to maneuver equipment and machinery during <br /> construction. <br /> 4. Access easements shall have a minimum width of <br /> 30' . <br /> 5. A Type E Landscape Buffer is required along any <br /> portion of the parcel or easement which is <br /> located adjacent to a residential district. The <br /> Type E Buffer requires evergreen vegetation, <br /> opaque to a height of 25' and semi-opaque to a <br /> height of 30' . <br /> Landscaping is not required where the parcel or <br /> easement is located adjacent to another parcel or <br /> easement owned or leased by an electric public <br /> utility. <br /> In some cases, separate facilities must be linked <br /> together. For example, switching or metering <br /> stations, such as one proposed adjacent to the <br /> Eno Tie Station on Highway 70/1-85, consist of <br /> two components, one owned by the supplier (i.e. <br /> CP&L) and the other by the buyer (i.e. Piedmont <br /> EMC) . <br /> 6. Modification of existing facilities shall conform <br /> to the above requirements. <br /> As indicated previously, the existing ordinance <br /> provisions are, only marginally suitable. The proposed <br /> revisions would establish specific, standards for the <br /> installation of electric substations with a capacity <br /> of 100 kv or less. Because of their specificlity, the <br /> standards would be more restrictive. <br /> The Ordinance Review Committee recommended approval of <br /> the amendment with the maximum structure size being <br /> 8000 square feet. Piedmont EMC had originally <br /> indicated that 8000 square feet would be a sufficient <br /> area, but later requested that a total structure area <br /> of 12,000 square feet be permitted, with all other <br /> conditions remaining. <br /> The proposed amendment was presented for public <br /> hearing on November 28. There were no comments from <br /> the public other than those of the applicant <br />
